Arizona Ammo Laws: Buying Ammunition in Arizona
Arizona ammo laws are some of the simplest in the country. This page summarizes, in plain English, what state and federal law say about buying ammunition in Arizona and how we apply them at Heisenberg Ammo. It is general information, not legal advice. Laws change, so check the current Arizona Revised Statutes or ask an attorney about your own situation.
Arizona state law in short
- No state permit, license or registration to buy ammunition. Arizona does not require a purchase permit, an ammunition license or a state background check for ammunition, and it does not require sellers to keep state purchaser records.
- Minors. Arizona law (A.R.S. 13-3109) makes it a crime to sell or give ammunition to a person under 18 without the written consent of a parent or legal guardian.
- Statewide preemption. Under A.R.S. 13-3108, cities, towns and counties may not pass their own ordinances on the sale, purchase, possession, transport or storage of firearms or ammunition, with narrow exceptions. A shopper in Phoenix, Mesa, Tucson or Flagstaff faces the same state rules.
- Sales tax. Ammunition is taxed like other retail goods under Arizona's transaction privilege tax and local rates.
Federal law that applies in Arizona
- Age at licensed dealers. Federal law bars licensed dealers from selling handgun ammunition to anyone under 21, and rifle or shotgun ammunition to anyone under 18.
- Prohibited persons. People barred from possessing firearms under federal law, for example because of certain convictions or court orders, are also barred from possessing ammunition.
- Armor-piercing handgun ammunition. Federal law restricts manufacture and sale of certain armor-piercing handgun ammunition. Common rifle loads such as M855 green tip and the commercial 5.7x28 loads we sell are sold to the public.
- Shipping. Ammunition cannot be mailed through the US Postal Service. Private carriers such as UPS ship it by ground under hazardous-materials rules.
How Heisenberg Ammo applies the rules
Our policy is stricter than the legal minimums. You must be 21 or older to order any ammunition from us, rifle and shotgun included. In our Phoenix warehouse we check ID for every purchase. Online, our site-wide age gate asks every visitor to confirm they are 21 or older before shopping. More detail in do you need ID to buy ammo.

Carrying and storing ammo in Arizona
Arizona has no state rule on how adults transport ammunition in a vehicle or how much they keep at home. Adults who can legally possess firearms can carry ammunition in their car, truck or bag. A few practical limits do apply. Federal facilities, many airports past security, schools and some posted properties restrict firearms and ammunition. Commercial airlines have their own rules for checked ammunition. Heat is the other Arizona issue: a parked vehicle in a Phoenix summer gets far hotter than the outside air, and long heat exposure is hard on powder and primers. Store your supply indoors. Leaving Arizona with ammunition
Arizona's rules stop at the state line. California, for example, requires ammunition to be bought through licensed vendors with a background check, and restricts bringing ammunition bought elsewhere into the state. If you are shipping or driving ammunition to another state, check that state's law first. See shipping ammo to California, can ammo be shipped to my state and where we ship.
Gun shows in Arizona
Ammunition sales at Arizona gun shows follow the same state and federal rules as a store. Promoters and vendors can set stricter house rules, such as ID checks. Read more in gun show ammo in Arizona. Dates are on our gun show calendar.
Arizona ammo law questions
Do you need a background check to buy ammo in Arizona?
No. Arizona does not require a state background check, permit or license to buy ammunition. Federal law still bars prohibited persons from possessing it, and individual sellers can set their own rules. At Heisenberg Ammo you must be 21 or older and show ID in the shop.
How old do you have to be to buy ammo in Arizona?
Under state law, selling ammunition to anyone under 18 without written parental consent is a crime. Federal law sets 21 for handgun ammunition and 18 for rifle and shotgun ammunition at licensed dealers. At Heisenberg Ammo, you must be 21 or older to order.
Can a Phoenix or Tucson city ordinance restrict ammo sales?
Generally no. Arizona's preemption statute, A.R.S. 13-3108, reserves ammunition regulation to the state, so cities and counties cannot add their own purchase or possession rules, apart from limited exceptions in the statute.
Is there a limit on how much ammo I can buy or keep in Arizona?
Arizona sets no state purchase or possession quantity limit for adults. Individual stores may set purchase limits during shortages. Fire codes can apply to commercial storage. For home storage, keep it cool, dry and secured from children.
Can I order ammo online and have it shipped to my Arizona home?
Yes. Arizona allows ammunition to be shipped to a residence. We ship UPS Ground from Phoenix within 2 business days, and you must be 21 or older to order.
